Boston, MA – The Haitian Diaspora acknowledges that Jovenel Moise’s presidential term as Haiti’s president expired on February 7, 2021, in accordance with Article 134.2 of the 1987 Constitution, as amended. On February 8, 2021 the opposition, in consultation with other stakeholders and according to the Constitution, have chosen the Honorable Judge Joseph Mécène Jean-Louis, the most senior judge of La Cour de Cassation (Haiti’s Supreme Court) to head the transitional government. Thus, the Haitian
Diaspora supports this choice and pledges to work with the new president to ensure return of the country to democratic order.
The new president will face many challenges, the most important being guaranteeing security of person and property. Among other issues are the following: A much needed constitutional reform to address the concerns of the Haitian Diaspora; the organization of free and fair local, legislative, and presidential elections; the political stability of the country through economic development, including Diaspora investments. Though daunting, these challenges are not unsurmountable. The Haitian Diaspora is
prepared to marshal its resources to aid the new president in achieving those lofty goals. We urge governments all over the world, especially the United States, Canada, France, Dominican Republic, Brazil, Russia, and others to immediately recognize President Jean-Louis as the legitimate
president of Haiti. Equally, we urge these countries to suspend all dealings with Jovenel Moise who is still holding onto power in violation of the Haitian Constitution.
On February 7, 2021, Mr. Moïse ordered the arrest of Judge Yvickel Dabrésil, a Judge of Haiti’s Supreme Court on trumped-up charges of coup d’état, without an arrest warrant and in violation of the Haitian
constitution. Reportedly, Judge Dabrésil has been beaten, a gross violation of human rights. Presently,
gangs working for Jovenel Moïse, dressed in Haitian police uniforms, have encircled the Supreme Court building in search of Judge Jean-Louis. We ask all friends of Haiti to take swift action to avoid a blood bath in the country.
As Senator Patrick Leahy, Democrat of Vermont, and President pro-tempore of the United States Senate, tweeted on February 6, “Feb 7th marks the end of Pres. Moise’s term in Haiti. The country is in worseshape than when he began w/ rampant poverty, corruption & gang violence in which the govt.

Boston, MA – La diaspora haïtienne reconnaît que le mandat présidentiel de Jovenel Moise en tant que
président d’Haïti a pris fin le 7 février 2021, conformément à l’article 134.2 de la Constitution de 1987
amendée.
Le 8 février 2021, l’opposition, en consultation avec d’autres parties prenantes et conformément à la
Constitution, a choisi l’honorable Juge Joseph Mécène Jean-Louis, le plus ancien Juge de la Cour de
cassation (Cour suprême d’Haïti) à la tête du Gouvernement de Transition. Ainsi, la Diaspora haïtienne
soutient ce choix et s’engage à travailler avec le nouveau Président pour s’assurer du retour de notre
pays à l’ordre démocratique.
Le nouveau Président devra relever de nombreux défis, les plus importants étant de garantir la sécurité
de la personne et des biens. Parmi les autres objectifs qui sont les suivants:
- Une réforme constitutionnelle bien nécessaire pour répondre aux préoccupations de la diaspora
haïtienne; - l’organisation d’élections locales, législatives et présidentielles libres et équitables;
-la stabilité politique du pays grâce au développement économique, y compris les investissements de la
Diaspora. Bien qu’intimidants, ces défis ne sont pas insurmontables. La Diaspora haïtienne est prête à
mobiliser ses ressources pour aider le nouveau président à atteindre ces nobles objectifs.
Nous exhortons les Gouvernements du monde entier, en particulier les États-Unis, le Canada, la France,
la République Dominicaine, le Brésil, la Russie et d’autres pays, à reconnaître immédiatement le
Président Jean-Louis comme le Président légitime d’Haïti. De même, nous exhortons ces pays à
suspendre toutes relations diplomatiques avec Jovenel Moise qui s’accroche toujours au pouvoir en
violation de la Constitution haïtienne.
Le 7 février 2021, M. Moïse a ordonné l’arrestation du juge Yvickel Dabrésil, juge de la Cour suprême
d’Haïti, accusé de coup d’État, sans mandat d’arrêt et en violation de la Constitution haïtienne. Le juge
Dabrésil aurait été battu, ce qui constitue une violation flagrante des droits de l’homme. Actuellement,
des gangs travaillant pour Jovenel Moïse, vêtus d’uniformes de la police haïtienne, ont encerclé le
bâtiment de la Cour suprême à la recherche du juge Jean-Louis. Nous demandons à tous les amis d’Haïti
de prendre des mesures rapides pour éviter un bain de sang dans le pays.
Comme l’a tweeté le sénateur Patrick Leahy, démocrate du Vermont et président intérimaire du Sénat
des États-Unis, le 6 février : “Le 7 février marque la fin du mandat de M. Moise en Haïti. Le pays est en
pire état que quand il a commencé sans oublier la pauvreté endémique, la corruption et la violence des

gangs dans lequel le gouvernement est complice. Les États-Unis devraient se joindre à nous pour appeler
à une transition inclusive qui représente le peuple haïtien.”
Dans la Diaspora haïtienne, nous partageons et soutenons le point de vue du sénateur Leahy, et nous
appelons le Gouvernement américain, le Congrès et le Sénat des Etats-Unis, à reconnaître rapidement le
juge Joseph Mécène Jean-Louis comme Président de la République d’Haïti.
